Dato’ Shamir Aziz is the Chief Executive of Human Resource Development Corporation (HRD Corp), Malaysia’s leading human capital development agency under the Ministry of Human Resources. Known for his progressive leadership approach and people-first mindset, he brings extensive experience in organisational transformation and strategic management, with a strong track record in advancing inclusive socio-economic initiatives and strengthening organisational performance, championing institutional agility and stronger governance.

Prior to HRD Corp, he served as Managing Director of Amanah Ikhtiar Malaysia (AIM), where he led the organisation for eight years, maintaining an exceptional 99.98 per cent repayment rate and achieving 100 per cent in 2025. Under his leadership, AIM was also recognised at the 2025 Global Islamic Finance Awards (GIFA). Dato’ Shamir holds a Master’s in Urban and Regional Planning from the International Islamic University Malaysia (IIUM), where he was recently appointed as Adjunct Professor under the Department of Urban and Regional Planning.
